Anatase and rutile phased samarium (Sm) doped titanium dioxide (TiO<inf>2</inf>:Sm) thin films were fabricated by using laser ablation technique and post annealing at different annealing temperature. After estimation of luminescent property by measuring photoluminescence (PL), anatase phased TiO2: Sm sample which was annealed at 700 oC showed the most intense emission. In this work, we discuss the connection between coordination around Sm3+ ions and PL intensity, and optical and electrical properties of a n+-ITO/ TiO<inf>2</inf>:Sm/p-NiO/p+-Si hetero junction LED preparing with optimal fabricating condition.
