A pesar de la preocupacion creciente de la comunidad internacional frente al terrorismo de Estado, no se ha podido alcanzar un concepto que permita precisar su alcance, asi como determinar bajo que presupuestos se configuran crimenes internacionales, entendiendo que se violan gravemente los derechos humanos.
