espanolMediante una etnografia de la Administracion realizada al interior del Ministerio del Interior y Seguridad Publica entre marzo de 2015 y 2016, estudie como funcionarios de medio nivel participaban en la formulacion del anteproyecto de migraciones, logrando cristalizar sus argumentos o forzando una posicion contraria en el proyecto que surgio de la presidencia. La principal conclusion de esta investigacion es que el trabajo de persuasion que ejecutaban estos sujetos, se realizaba en las sombras de la ley, aprovechando las redes de contacto que estos funcionarios poseian y el poder politico que surgia de su cargo y de la confianza conferida. Se exceptuan de esta conclusion los funcionarios de medio nivel que trabajaban para el Ministerio de Hacienda y la Direccion de Presupuestos, cuyo poder parecia ser incuestionable. Mediante este trabajo es posible vislumbrar como nuevos actores comienzan a surgir y ocupar los espacios que han sido desocupados por los partidos politicos al interior de la Administracion del Estado. EnglishBased on an ethnography of Chile’s public administration conducted inside the Ministry of Interior and Public Security between March 2015 and 2016, I studied how mid-level officials participated in the formulation of the 2017 immigration bill, seeking to crystallize their arguments or forcing a contrary position in the draft that finally emerged from the presidency. The main conclusion of this research is that these mid-level officials navigated the bureaucracy in the shadows of the law, taking advantage of the contact networks that they possessed and the political power that emerged from their position and from the authority’s trust on them. Mid-level officials who worked for the Ministry of Finance and the Budget Office were outliers. Their power seemed to be unquestioned. Faced with the weakening of political parties, new actors are beginning to occupy the spaces that politicians are emptying.
