The paper discusses the Jos&eacute; Mart&iacute;&rsquo;s and Jos&eacute; Enrique Rod&oacute;&rsquo;s studies, done between the last nineteenth and twenty&rsquo;s, about the problems of Latin-American countries. Esse artigo aborda os textos de Jos&eacute; Mart&iacute; e Jos&eacute; Enrique Rod&oacute;, produzidos entre o final do s&eacute;culo XIX e in&iacute;cio do s&eacute;culo XX, sobre os problemas enfrentados pelos pa&iacute;ses latino-americanos naquela &eacute;poca.
