本年6月に容器包装リサイクル法が制定された。この法律は, 平成3年10月の廃棄物処理法の改正以来検討されてきたものであり, 所要の検討会, 審議会の検討を経て, 政府部内で調整され, 4月28日閣議決定され, 国会での審議の後, 成立した。この法律は消費者, 市町村, 製造販売事業者の役割分担を定めたものであり, 市町村が一定の基準で分別収集したものについて, 特定事業者が再商品化義務を負うものである。事業者の義務の果たし方としては, リターナブル等自主回収の方法, 指定法人に委託する方法, 市町村が分別収集したものを事業者自ら再商品化する方法の3つのルートがある。この法律は, リサイクルシステムの構築と事業者の一定責任を同時に制度化したものであるが, 市町村, 都道府県の役割は大きい。
