20 世紀後半から見られ始めた「第二の人口転 換」と呼ばれる出生率の低下は,晩婚化による出 生タイミングの遅れが主因とされている(United Nations, 2003).日本の出生率の低下もテンポ効 果,すなわち高学歴化などを原因とした出産タイ ミングの遅れが主要な役割を果たしたと言われて いる(Kaneko, 2006;Skirbekk et al., 2004).それ に対し,卒業年齢の早期化が出生率上昇効果を持 つことが示唆されている(金子,2007).また, 出生率を上げるために出産タイミングにかかわる 政策(テンポ政策)を行うことは,子どもの数に 対する政策(カンタム政策)より実行しやすく, 人口減少と高齢化をある程度緩和させると言われ ている(岩澤,2007).このようにテンポ政策は, 少子化対策として検討されるべき方策と考えられ ている. 人口構造の変化は,年齢により感染する確率が 異なるインフルエンザのような感染症の流行に影 響を与えることが考えられる.感染症が流行する ためには,集団中の感受性者や免疫保持者の割合, 民 族 衛 生 Jpn J Health & Human Ecology 2014;80(1):17-22 〔特 集〕
