He was born in the village Hlukhiv of Sumy region (1894–1979). Graduated from high school in Kamianets-Podilskyi (1912), he got the historical-philological education in Kyiv (1917). In 23-year-old he became a member and than a secretary of the Ukrainian Central Rada. In 1917–19s he was a librarian of the City Art and Industry Museum of Kyiv. Since 1919 he had been in Austria, Switzerland, Italy; since 1947 he lived in Argentina. There, Yevhen Onatskyi started  to create his The Small Ukrainian Encyclopedia, that had been printed since 1957 to 1967 in the 16 books. This is an author’s encyclopedia. In 1968, the author of this article was able to receive two sets of the encyclopedia from Ye. Onatskyi along with his other works.
