The Itaipu Lagoon is subject to great urban pressure and the Master Plan of the Municipality of Niterói, prepared in the light of the City Statute, did not bring solutions to the conflicts that have been established in the area since the 1970s. The present study offers a mapping high resolution in order to support the planning of public policies for environmental preservation. Phytophysiognomies of environmental interest, such as mangroves and restinga, are established on the banks of the lagoon and the zoning proposed in the referred master plan, includes part of the lagoon surroundings in the Urban Qualification Macro Area, belonging to the Macrozona for Structuring and Qualifying the Urban Environment. That is, enabling the stretch for occupation. Although it presents devices for the preservation of mangroves and sandbanks, the new Master Plan does not eliminate controversies for the complex surrounding the Itaipu Lagoon.
