Abstract Recently various types of light pollution continuously arisen from excessive night lighting are getting more serious. Therefore, this study intends to suggest detailed implementations for light pollutions prevention from outdoor lighting. This study measured and researched surface luminance of high-luminance buildings focusing on office and commercial areas, compared the results to 'Seoul Metropolitan Light Pollution Prevention Ordinance', and analysed the level of compliance with the standard luminance. As a result of the study, the luminances of exterior building lighting was found to be above the standards in general and it showed luminance values exceeded by fourfold-tenfold. Based on this result, the study compared and analyzed 'the light pollution prevention ordinance' and the foreign laws and regulations for effective implementation of light pollution prevention, and then, suggested ways of supplement. The contents are as follows; First, reestablishment of the luminance standard that is classified by use district is needed. Second, comprehensive regulations on limiting lighting time by zone are needed. Third, details related with the effective illumination design are required.
