From October 1880 to May 1881, the senator of the Russian Empire A. A. Polovtsev, on behalf of the supreme authority, conducted an audit of the Kiev and Chernihiv provinces. During his stay in the north of Left-Bank Ukraine, the leader of the metropolitan bureaucracy personally met with members of the Zemstvo liberal opposition of the Chernihiv province, whose activities already at that time had general imperial fame and public outcry throughout the vast state. The liberal party of northern Ukraine was perceived as an implacable political opponent of the Russian autocracy, putting forward an alternative program for the development of the country, capable of establishing a democratic, constitutional regime in the Russian Empire. In his diary, A. A. Polovtsev extremely captivatingly talks about a series of meetings with representatives of the Zemstvo liberal opposition in the region, characterizes members of the aristocratic front of Russian absolutism, formulates evaluative judgments and political conclusions regarding the existence of the Zemstvo opposition of the monarchy. The author comes to the conclusion that the senator's diary is a unique historical source that allows one to realize the personal attitude of the supreme power to representatives of the opposition nobility of the empire, to understand the mechanisms of the formation of the position of the capital bureaucracy in relation to this part of the liberation movement in the Russian Empire.
