In recent years there has been growing interest in how societies and states should address past wrongdoing. Despite attention to issues of responsibility and moral reparation, however, institutional (moral) responsibility remains relatively unstudied. To this end, the article critically evaluates the UN’s moral responsibility in the world’s deadliest conflict since World War II, namely the conflict in the Democratic Republic of Congo (DRC). It argues that the UN Security Council should be held morally accountable for its (mis)management of the refugee crisis following the Rwandan genocide as well as its non-robust response to the repeated violations of the state sovereignty and territorial integrity of the DRC by neighbouring countries.
