Indonesia is prone to the impact of global warming, climate change and disasters. As a tropical country, Indonesia is one of the world's largest emitters of Greenhouse Gases (GHGs). Increased GHG emissions cause global warming, climate change, and catastrophic events, such as high sea levels, extreme weather, floods, landslides, and air pollutions. In communicating the risk of environmental disasters, the government is the most appropriate risk communicator. The Ministry of Environment and Forestry (KLHK) has carried out risk communication to tackle GHG emissions in Indonesia. The research aims to explore the government’s risk communication and the risk messages conveyed in reducing Indonesia’s GHG emissions. The method used is descriptive qualitative with a case study approach. Data were collected through review of government document archives, literature study, direct observation to government program, and participant-observation as a member of Indonesia Low Emission Network. The results show that the risk communication process is carried out to reduce GHG emissions, which is coordinated by the Directorate of GHG Inventory. However, this risk communication does not yet have a risk message that is fully developed through the internal media. The risk messages must be developed to improve the quality of government risk communication.
