This research is motivated by the issuance of Regulation of the Minister of Communication and Information (Permen Kominfo) No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research question to be answered is how the implementation of Permen Kominfo Number 20 of 2016 in the Department of Population and Civil Registration in the Government of Sleman Regency (DIY), Theme ¬ ngung (Central Java), and Gianyar (Bali) ". The study was conducted using the case study method with the aim of finding out the performance of the implementation of the Ministry of Communication and Information Regulation on Personal Data Protection in Electronic Systems in the three Regional Governments. The results showed that the performance of the implementation of Permen Kominfo No. 20 of 2016 in the districts of Sleman, Temanggung, and Gianyar are very low. The result showed that only the sources variables are sufficiently supportive, while the communication variables, tendency variables, and bureaucratic structure variables do not support the achievement of maximum implementation performance.
