The article substantiates the importance of theoretical concepts for economic and scientifictechnological strategies and policies. Arguments are presented that illustrate the impact of certain assumptions on the quality of strategic decisions. As we demonstrate, the emergence of the new economy with the spread of digital technologies increases the diversity of the socio-economic system, its elements and the relationships between them. New principal changes cause complication with the approaches to strategic planning and management and put forward specific requirements for methodology and methods of analysis and synthesis of the economy, which, according to the author, can be implemented in practice in the framework of the system economic theory, developed in the CEMI RAS under the leadership of G.b. Kleiner. Key principles of innovation way may be implemented in the concept of national innovation systems taking into account the profound scientific and technological advances as well as the significance of the right institutions. Innovation system paradigm is based on the system view of the economy and society, so goes a step further in understanding and implementing the leading factors of contemporary innovation development and their derivatives, namely, knowledge, creative communications, ways of learning, special innovation culture conducive to innovation. Areas for further research investigation are identified on the issues discussed.
