Higher education and the "It pays to be pilo" program in Colombia

Resumen : El presente ensayo pretende dar a conocer el programa “Ser pilo paga”, politica publica de financiamiento a la educacion superior adoptada por el gobierno colombiano en el periodo actual, 2014- 2018. Desde su inicio este programa ha sido fuente de controversia en el pais, ya que desde el punto de vista del gobierno se presenta como la gran innovacion en materia de educacion superior, con el objetivo de mejorar los indices de cobertura y garantizar un mayor acceso a este nivel educativo a los jovenes de menos recursos. Sin embargo, expertos academicos, politicos y actores de la opinion publica han puesto en duda la efectividad del programa, criticando su falta de reconocimiento legal como politica de Estado, asi como sus bajos niveles de cobertura. En este sentido en el presente documento se muestra en que consiste el programa y se hace un analisis del mismo bajo ciertos criterios, con los cuales es posible concluir que “Ser pilo paga” es un programa con un alcance extremadamente limitado que no proporciona mayores niveles de cobertura, contiene elementos de exclusion discursiva que dejan fuera del programa a estudiantes no considerados como “pilos” y poco o nada contribuye a reducir la centralizacion educativa, la desigualdad y la pobreza que persiste en el pais. Abstract: This paper presents an overview of the “Ser pilo paga” program, a public higher education financing policy adopted by the Colombian government in the current 2014-2018 period. Since its creation, the program has been a matter of controversy in the country. The government presents it as a great innovation in higher education that improves educational coverage and ensures greater educational access to young people from low-income families. However, academic experts, politicians and the press have questioned the effectiveness of the program, criticizing its lack of legal recognition as a state policy and its low levels of coverage. This paper shows the program’s main objectives and analyzes them in the light of specific criteria, concluding that the program has an extremely limited outreach that does not enhance educational coverage, contains elements of discursive exclusion that leaves students not considered “pilos” out of the program, and does little or nothing to reduce the educational centralization, inequality and poverty that persist in the country.
