. A normative system evolves over time and, due to several reasons, forms a huge and complex, yet not very systematic nor consistent collection of legal norms. So far qualitative, thus subjective methods are used to create a structure in legislation. A new, experimental and quantitative approach is presented, that opens a rough structure of the legislation with the help of graph theory and visualization. As a test case, a deep structural analysis, based on a part of Estonian legislation is introduced.
