The lack of student interest in studying statistics results in lower ability in the understanding of concept. One of the learning innovation that can be used to solve these problems is through the development of teaching materials based on ICT. Method used in this research is Research and Development stage applied early in the second phase of the study. The first stage are analyzing teaching materials developed through the study of literature; developing initial products; validation team of experts; and doing first revision. The second stage is to do a limited test to the 13 students participating in the Statistics course on Mathematics Education Department of Universitas Muhammadiyah Sukabumi, selected randomly as users of products and doing second revision. The method used in the second stage is a single experimental method one shot case study. Instrument used in this study is the validation sheet, performance effectiveness of teaching materials sheet, and ability of understanding mathematical concepts test. These data were analyzed using descriptive analysis and Wilcoxon Signed Ranks Test on the level of α = 5%. The results showed an average score of validation of teaching materials is 4.50 out of 5. This indicates that more than 80% of ICT-based teaching materials developed are feasible to use (valid) and classified as a very well category. Based on the test, student achievement in understanding the concept after using ICT-based teaching on statistic materials is significantly better than the prior use of ICT-based teaching materials. In addition, overall assessment on the effectiveness performance using ICT-based teaching material reached 62.98%. This is higher than the performance assessment on the effectiveness of learning without ICT-based teaching materials, which only reached 60.58%. These results indicate that the use of ICT-based teaching materials statistics meets the validity criteria, practical, and effective use in learning, as an effort to develop the ability in understanding mathematical conceptsamong students.
