Since 1982 the Maternal and Child Health and Family Planning Extension Project in Bangladesh has compiled longitudinal panel data on rural womens contact with household service providers who visit homes to discuss family planning and offer services to women upon request. 28000 such workers known as family welfare assistants (FWAs) currently work in hamlets throughout Bangladesh. Research has found that FWA outreach fosters family planning awareness and the adoption and continuation of contraceptive use. This study tests the hypothesis that home-based services reinforce customs of purdah (female seclusion) by sustaining the dependency and isolation of women served by the program. Findings are based upon 2 cross-sectional womens status surveys conducted in 2 rural administrative districts together with longitudinal data on exposure. The impact of FWA visits during 1982-93 upon womens status in 1988 and 1993 is assessed. Household services improve womens status. The effect is largely attributable to the impact of outreach upon effective fertility regulation. Study findings therefore do not support the hypothesis that household service delivery is detrimental to womens status in Bangladesh. The policy implications of this research are discussed.
