We proposed a simplified method to evaluate strong ground motions response spectra at ground surface considering the inelastic amplification characteristics of surface layers. We assume that input motions on the engineering bedrock are given by the reviesed Enforcement Order of the Building Standard Law of Japan. This method is far simple and easy to calculate compared to the limit strength method in the revised Building Standard Law of Japan, because this method requires only the 30m depth soil layer data from the surface and substitution from these data to several equations. Despite of simplicity, this method predicts the results of equivalent elastic earthquake response analyses more adequately than the limit strength method in the revised Building Standard Law of Japan.
