This study aims to clarify the effects of local ordinances to the preservation and improvement of townscape in Kurashiki Gawahan Preservation District, which is renown as the first implementation area of preservation ordinance, from the following aspects; 1) repairs and restorations of historical buildings, 2) control of building construction and historical buildings demolition, 3) recreation of exterior building façade, 4) improvement of street. As a result, it is pointed out that the ordinances function as factors to form the buffer zones between preservation and new urban development.
