The overall planning for urban and rural residents' medical insurance system is the basic way to meet the needs of urban and rural residents' survival and development, also an important guarantee for “the overall planning for urban and rural development”. Now the overall planning for urban and rural residents’ medical insurance system (namely, unifying new rural endowment insurance and urban residents insurance) becomes the direction of national policy and carries out exploration and practice in the country.
