use “Abstract” Style) The new tools for the evaluation of Higher Education still lack the practical experience that warrants their feasibility and effective application. Current research focuses on the foregrounding, development and the establishment of a system based on a technical and dynamic development, rooted on indexes hailing from the evaluation process of Institutions of Higher Education and the official indexes of the Ministry of Education in Brazil. The system will be useful for institutions in the planning, management and systemic evaluation processes of activities developed by the IHEs. Current analysis enhances not merely the Permanent Evaluation Committee but the management and quality evaluation aspects of the IHEs, or rather, the Permanent Evaluation Committees may be a good tool for such a purpose.
