The crime rate in Indonesian big cities in general and particularly in Makassar increased every year (TVRI, Berita Malam, 2017). The increasing crime rate was triggered by the increasing rate of drugs distribution, trafficking, and users in Indonesia which endangered the safety and quality of Indonesian human resource (IDI, 2017), including those of students with special needs. One of the effective approaches to prevent and resolve the deviance caused by both drugs factor and other factors was religious approach. Therefore, it was highly urgent to develop a Da’wah Based Islamic Guidance and Counseling Textbook. The approach and the type of study of this research were development and quantitative-qualitative descriptive. The data collection techniques used were interview and behavior observation guideline. The aims of the research were: (1) to produce a da’wah-based Islamic guidance and counseling textbook (PBKID) in preventing and overcoming the deviance of students with special needs in Makassar. PBKID which had been developed went through 7 stages including the initial stage of PBKID development procedure, the trial stage of PBKID equipment, and PBKID experimentation. The result of PBKID experimentation showed that the application of PBKID could prevent and overcome the deviance of students with special needs in SLB Negeri 1 Makassar would be the sample school.
