The main task of higher vocational education is to train the high-skilled talent persons for the enterprise, and not only to assist the students getting jobs. But graduatea employment rate is the most important evaluation index for a higher vocational college in China. This has caused that practice courses are too much, but not very effective. Even some helpful general courses are cancelled, and the correlative theories including production process analysis are weakened. The writer presented steps and countermeasures through probing into the primary issue of improvement of the educational quality. Vocational education of China have developed rapidly in the last more than decade, especially the higher vocational and technical education. It should be said to be explosive growth in the size. The roof of the problem is the continuous high-speed development of Chinese economy. And then China needs a large number of professional employees. For the reason to that the undergraduate students can't meet the need of enterprises, and higher vocational college students are more favored by many companies, more and more people pay attention to the higher vocational education in China. But we should note that the development of higher vocational education on the scale was not infinite. Now, the school-age population are less and less in the country. Also the competition between vocational colleges become more and more intense. I think that higher vocational colleges in China will be in the evolution of the situation soon. At present, China's higher vocational colleges should develop in connotation, and not in the scale. Especially the cultivation of the students in the career development ability must be taken seriously. THE GOAL OF HIGHER VOCATIONAL EDUCATION IS TRAINING A LARGE NUMBER OF SENIOR PROFESSIONAL AND TECHNICAL PERSONNEL. After more than ten years of development, higher vocational education has become the main component in China's higher education. In fact, the history of vocational education is a microcosm of China's education reform. Because of China's traditional education had been closed, it didn't care about the social needs. On the state support, higher vocational colleges learn foreign advanced vocational education theory, emphasis on practice teaching, enhancing university-enterprise cooperation, change the traditional teaching mode, and then achieved significant effect. But indeed, the graduates who are from the vocational colleges rarely become senior professional and technical personnel. In other words, the educational effect in the higher vocational colleges only equivalent to the ordinary training institutions. Very obviously, that's not a reasonable phenomenon. What is the cause of this problem? The fundamental reason is that they too pay attention to skills training, and neglect the teaching of relevant theories. Keeping with the policy of employment-oriented education in higher vocational colleges is not only to promote the students getting jobs ,but also to their future career development. And many the colleges just noticed the former. Really experimental training conditions in the higher vocational colleges have improved greatly in the last years. The training courses dramatically increased in each major. For example, the proportion of practice teaching in a lot of majors is more than fifty percent. Accordingly some general education courses and professional basic courses have been weakened or removed. It is indeed a hypercorrection, and go back on the higher vocational education goals. The authors Published by Atlantis Press 1 OPTIMIZING THE TALENT TRAINING SCHEME TO SHOW THE COMPREHENSIVE QUALITY EDUCATION It is reformation of teaching and education to revise the training plan of the advanced professional education. It is an important manifestation for increasing the student basic quality. But the training plan has be made too casual for many the majors. It is often become a mere formality. The curriculums for the same major differ greatly in different the colleges. The plan has been lack of research on the issue. These making plans are usually to increase the hours of practice and reduce theoretical class hours. They are not suitable and systematic enough. Then the students couldn't master the profession knowledge at that. In order to realize the training goal of higher vocational education, we need certain talents' training mode to guarantee it. The talent training scheme for the same major in different schools should not have too much difference. The education management departments should organize a expert group to complete the talent training scheme for a major , or guide the teachers to accomplish it at least. In a word, the talent training scheme should practically guarantee to realize the goal of the talent-cultivation. IT IS IMPORTANT TO REINFORCE THE TEACHING OF THEORY FOR HIGHER VOCATIONAL EDUCATION Generally, practical teaching is more important than theory teaching in higher professional education. Graduate employment rate is the most important evaluation index for a higher vocational college in China. In fact, the employment rate could not express the levels of running school. Because it is not difficult for a graduate to be employed after certain professional training. The education of basic professional theory should be emphasize for the best development of the students. This problem must been regarded for the higher vocational education which is at a critical phase of development. Actually, as the rapid development of higher vocational education, people have gradually paid more attention to the educational quality of it. As a higher vocational school should not only train the students` capacity for work, but also improve their capacity for innovation. The theory teaching is an important element of cultivating the students' creativity and comprehensive analytical ability. So the first, we must attach important to the theory of teaching as the same as the practice teaching. Although in a short time, the theory teaching result is not obvious as the practice teaching, it is potentially more valuable. In order to improve teaching effect, a variety of teaching methods and tools should be used flexibly. This is more important for higher vocational college students. For they are generally poorer at the learning ability. And the selection of the contents is equally important. One course may include abundant contents. The organizing of course contents should be done around the aim. The textbook usually has varied editions, but it is not of high quality. This calls for the teacher to be more active on it. TO IMPROVE EDUCATIONAL EFFECT AND EFFICIENCY OF THE PRACTICE TEACHING Practice teaching is undoubtedly important for higher vocational education. It is not only verify the theoretical knowledge, but also the bridge from theory to practice and innovation. It has be paid more attention for a long time in the higher vocational education . It has made heavy effect already, but some problems exist, too. Practice curriculums arrangement too much to impact the theory teaching. Or the theory and practice courses are not closely integrated. For saving teaching time, the practice courses should focus on the key projects or typical ones. With the practice courses, we should not only strengthen the cultivation of students' hands-on ability, also improve their ability of theory study. Some practical courses should reduce class hours. Because they seemed inefficient and useless, such as Ding Gang internship which only spends a lot of time and it is largely useless for specialized ability of the students. It is not teaching ,and only for the school to get higher employment rate.

Strengthen the Connotation Construction of Education and Teaching for Training High Quality Vocational Talents
