Budget is a significant instrument of regional development, which helps to solve social problems, align the level of different regions economic development and encourage the most meaningful life support projects of the state. However, it is possible to single out a number of problems constraining the efficiency of budgetary instruments use in Russia, among which there are the following: insufficient financing, low efficiency of budget resources, and a high degree of regional differentiation in Russia. The objective of this paper is to assess the impact of regional budget expenditures on Russian regions development indicators and to determine the effectiveness of budget expenditures in the achievement of socio-economic results of regional development. To meet the set goal, the methods of correlation and regression analysis have been used as they allow assessing the degree of budget expenditures influence on the socio-economic indicators of regional development. The information base for the study is represented by the Federal Treasury of Russia and the Federal State Statistics Service data. The results of the study suggest that regional budget is not currently an effective tool for regulating the socio-economic development of most territories.
