This paper proposes a comprehensive method, named realization degree mid-term evaluation,to assess indicators during "Twelfth Five-year" mid-term. Meanwhile it establishes mid-term evaluation for the "Twelfth Five-year" planning of Shanxi indicator system constituted by three hierarchies,such as target, criterion, indicator and mid-term evaluation method and procedures. According to scores of different indicators, four progress statuses and other criteria, it proposed conclusion about mid-term evaluation of indicators.
