To analyze the social effect of public policy by analyzing citizens’ responses to public policy and the influencing factors among citizens. The random multi-category logistic model was used to analyze the response of Tianjin residents to the "two-child" policy and the relationship between the influencing factors. There were significant differences in the influencing factors of household registration, family economy, education level, nursing expenses and work pressure on the policy effect. The direct social effect of the "twochild" policy is to optimize the population structure in China to a certain extent, but it will not bring about the excessive expansion of China's population. The indirect effect of the policy is to stimulate economic growth and promote social harmony.
