Standing on the historical node of the New Era, if state-owned enterprises want to break through the bottleneck and become stronger, better and bigger, they must enhance their core competitiveness. In the process of the market reform, state-owned enterprises have achieved historical accomplishments and breakthroughs, but haven‟t paid enough efforts to the enterprise culture construction. Consequently,reform has been blocked.Given that, it has become a vital issue to strengthen the enterprise culture construction for increasing core competitiveness. To define the foundation role of the enterprise culture construction, the paper deconstructs the core competitiveness at first. Then, it analyzes the status and problems, based on the reasons why enterprise culture constructions can increase the core competitiveness from four levels.
