The objective of the following investigation is to analyze the tax reforms aimed at the suspension and resumption of the collection action and compare the collection of the Value Added Tax (VAT) before and during the pandemic caused by COVID-19, based on the Statistics from the Internal Revenue Service (SRI) for 2019 and 2020, the respective comparison was made to the months of both years, in the coastal, highland, eastern and insular region. The methodology is theoretical-explanatory and qualitative-inductive analysis. In the analysis of the reforms, 7 were recognized for the suspension of tax collection and 2 for resumption, which were issued since March and the last one in July. In the statistics, it was identified that May represents the month with the greatest decrease in tax collection in the 4 regions of Ecuador and the 2020 collection has a decrease of 9.67% compared to the previous year.
