Resumo: A Diretiva 2009/28/CE (DER/2009) que regula respeito das energias renováveis da União Europeia foi um passo necessário para tentar concretizar as abstrações estabelecidas pelo Direito Internacional Público em relação às mudanças climáticas. No entanto, a DER/2009 por ser uma regulação que estabeleceu meta de consumo final de 20% por fontes renováveis de energia, não deu ensejo a autorregulação estabelecida pela Federação de Cooperativas de Energias Renováveis. Desse modo o pluralismo jurídico advindo da sociedade civil possibilitou sincretismo da autorregulação das cooperativas para com o a estrutura regulatória da UE a fim de complementar as lacunas deixadas pela regulação.
