The incidence of taxes in the Brazilian tax system occurs in a very severe way in relation to taxpayers who do not reveal presumptive signs of wealth, while taxing those who really have large assets, which puts in question the principle of contributory capacity. As a result, it is imperative to discuss the possibility of the IPVA levying on vessels and aircraft although the Federal Supreme Court understands otherwise adopting a methodology based on bibliographic analysis of texts, books and jurisprudence. It will also be analyzed the existence of a constitutional amendment proposal that deals with the theme.
