Urbanism is a subject of wide discussion in the academic arena and in the loci of social conflicts, precisely because most of the people live in cities, where the life of those individuals who share this urban habitat is developed. This way of life in cities brings with it a series of challenges that need to be faced by political managers, such as the housing deficit, gentrification, the formation of ghettos and favelas, social segregation and the withdrawal of citizens from public discussions and outlets decisions concerning their city. The following question emerges from this context of urban crisis: can the promotion of public policies by local entities alter the organizational arrangement of the city in order to reduce inequalities and promote human development? In order to answer this question, it was sought, through deductive analysis, monographic method and bibliographic research technique of the works of Jordi Borja, Amartya Sen, among others, to demonstrate that the adoption of public policies such as those of citizen political participation, compulsory use of underutilized real estate and, above all, social rental, are capable of mitigating the harmful
