This study is intended for Japan’s first case of a collaborative treatment project by the Ministry of the Environment and the Ministry of Agriculture, Forestry and Fisheries, for the development of a Night soil and Sludge Intensive Treatment Center to treat and recycle night soil, johkasou sludge, and rural community sewerage sludge, all in an integrated manner. In the collaborative treatment project plan, we have investigated basic specifications for the collaborative treatment project: the project plan, estimated project cost, project cost allocation and financial resources plan. We have also established consistency between the respective viewpoints from night soil and sludge intensive treatment works and rural community sewerage works and the project by the two Ministries. Additionally, we have compared collaborative treatment works with individual treatment works (individual facility construction by the respective Ministries), examined effects of the introduction of moving dehydration vehicles into the collaborative treatment works and verified the superiority of the project plan. It is shown that the collaborative treatment project will enable stable continuation of sanitation processing, a reduction in environmental load from the viewpoint of LCA, quality assurance and stable supply of resources-saved products, promotion of environmentally-friendly farming with regional resources recycling, a reduction in financial burden for facility maintenance and management, etc. It is suggested that the collaborative treatment project is an extremely effective project method for relatively small-scale domestic wastewater treatment works in comparison with sewage works such as night soil and sludge intensive treatment works and rural community sewerage works.
