The Chittagong Hill Tracts (CHT) areaof Bangladesh, home to the Chakma andeleven other major tribes, has experiencedcivil strife since the early 1970s.The demand for autonomy by the localtribal leaders and the settlement ofBengalees into the CHT sparked armedinsurgency. The fighting between thetribal hill people and Bangladlesh armycontinued for almost two decades, resultingin a large flight of predominantlyChakma refugees into India. Talks betweenIndia and Bangladesh officials regardingthese refugees resulted in thecreation of tribally-Ied local governmentsin the CHT, and a rehlilbilitationpackage for Chakma and other refugees.This process laid the groundwork for theChittagong Hill Tracts Peace Accordsigned on December 2,1997 between theBangladesh government and the HillTracts People's Solidarity Association(PCJSS). Shortly after, about 60,000refugees returned to the CHT from India,and guerillas surrendered their arms.The objective of this background paper isto examine the Chittagong Hill TractsPeace Accord and its role in providing aframework for a viable solution to therefugee problem in the CHT. It also highlightsthose aspects of the Accord whichserve as a model for preventing refugeeflight and displacement of people in anyconflict situation.
