The authors discuss a traffic parameter offset and optimized offset pattern in order to minimize average travel time (ATT) through traffic signals. The optimized offset pattern search time should be as short as possible for practical use. The authors introduce a genetic algorithm to this end. A target fitness value is not given in the conventional method of searching for an optimal solution, making search time reduction extremely difficult. The authors introduce a new method that depends on ATT distribution characteristics and derives target fitness value through target road parameter use to overcome this problem. In addition, a case study is used to illustrate the effectiveness of the method.
