Recent changes in Finnish forest sector strategies and wood export customs decisions made by the government have created a need for significant change in the Finnish freight transport system. This paper describes the capacity analysis of the transport network in Finland, performed in response to these changes. The paper is from the proceedings of the 12th International Conference on Computer System Design and Operation in Railways and Other Transit Systems, held in Beijing, China, in 2010. The author comments on the need to estimate how the transportation infrastructure should be improved to match the anticipated future traffic situation. The author developed a new method for assessment that combines different levels of traffic planning, is suitable for single track lines, takes into account the commercial aspects of the traffic, and takes into account the network related dependencies. The paper reports the results of a large study completed with this method. Results were positive and this method has subsequently been integrated into the long term planning process of the Finnish rail network. A three phase program for rail infrastructure for the years 2010-2025 has been proposed. The author concludes that the "Rail Traffic System Analysis" method is a usable and credible tool for capacity analysis in the Finnish rail network.
