1.Introduction In March 11 2011, the Tohoku area of Japan has been attacked by the big earthquake. The tsunami broken the Fukushima first atomic power plant. By the accident, wide area of the Fukushima district was polluted by the falling radioactive materials. In the falling radioactive materials from the atomic piles, main materials are cesium 137. Radioactive Cs radiates strong γ ray and the half-life of the Cs 137 is 30.1 years. So we hasten to clean the radio-active Cs from the polluted fields. On the ground, the Cs cation will be dissolved in the rain water and adsorbed temporally on the surface of solid materials such as the clay minerals and the exteriors of the houses. But Cs cation is still come out slowly from the solid surfaces and finally will be accumulated in the waste water of the ditch of the fields or in the underground water. In the materials, the zeolite should be most important absorber, because it has strong cation exchange nature and wide specific surface area, especially for Cs ion. From the reason, tremendous amount of the zeolite that adsorbed radioactive Cs cation were already pile upped in the safety storage that placed in the detoxed fields. The stocked low-level dirty zeolite in such storage should be no longer removed into the final disposal hard stock yard to keep safety during longer than several hundred years. But Japanese government could not find the appropriate place to constrict the final disposal hard stock yard. The main reason of the arrear of the construction will be attributed to the opponent view of the inhabitants. As the ion-exchange material, zeolite will re-exhaust the Cs ion by the hard changing of the circumjacent conditions of the stock yard in long time period. For example, pH changing by penetration of strong acidic under water or penetration of the sea water from the outside of the stock yard, will be promote the desorption of Cs ion to the outer filed. Nobody knows when the next disaster will be happen and it brings on the destruction of the final stock yard. That will be the reason why the inhabitants are worried with the construction of the final stock yard in the adjacent area. From the reason, Cs ion adsorbed zeolite particles should be sealed perfectly by some method. In the zeolite crystal, silicon atom bounds aluminum atom via oxygen bond. In the crystal, Si atom is electrically neutral, but Al atom has a surplus negative charge, then the positive ion will be needed to compensate the surplus charge. The zeolite crystal has small hall structure that size is 0.4-0.8 angstrom. The Cs ion size is 0.338 angstrom that is just smaller than the hole diameter of the crystal. So the Cs ion is most suitable ion compared with other kinds of cation. So we propose the new idea to seal the hole completely by silica deposition on the Cs adsorbed zeolite particles to prevent desorption of Cs ion using the atmospheric pressure glow discharge.
