National development plans and other regional plans in Japan have been formulated based on a regional development model,industrial development triggered by infrastructural development.However,this model has gradualy lost its effectiveness with Japanese industries locating their new factories abroad because of drastic changes in the economic and industrial climates since the Plaza Accord and a decreasing population of young people in local areas. Therefore,regional development projects in this country are planned without a common and effective development model. Kayahara participated in formulation of“The Fourth Comprehensive National Development Plan 1987”,advocating a new type of regional development model,namely“ExchangePromotion-Oriented regional development model(EPO model)”.A National Land Sustainable Plan was then released in 2008,effectively applying the EPO model.In this paper,we clarify the regional development(activation)model of Japan changed by the Plaza Accord,and the possibility that the EPO model can become a leading model in network societies.
