The paper analyzes and explains the limitations that exist in the institutional design of the National Anti-corruption System in terms of its implementation process, understood as a mechanism that does not by itself guarantee compliance with the objectives related to the battle against corruption. The methodology consists in contrasting the normative elements that base the attributions for those in charge of its operation and the restrictions that must face regarding the effectiveness of their resolutions. There are four major challenges: 1. There is no Specialized Prosecutor for the fight against Corruption; 2. The Citizen Participation Committee has no interference in making relevant decisions; 3. There is a significant complexity in verifying crimes for corruption and the corresponding responsibilities; 4. Local entities are delayed in the implementation of the System because no coordination rules were defined between the federal and local orders of government.
