In this paper, the relationship between the nu mber of installed PMUs and the accuracy of the monitoring system has been studied. In the best case, all buses are observable. In this paper, it is assumed that the economical saving or failure of PMUs can result in unobservable buses. In this case, Artificial Neural Network (ANN) has been used to estimate the voltage of unobservable buses. The proposed method has been applied to IEEE 14-Bus system. Based on single contingencies analysis, it is shown that in small scale networks, such as IEEE 14-Bus system, the ANN can estimate the unobservable buses with neglectable error. Ke y words
