The aim of this study was hybridizing communicative development indicators used within the public policy of early childhood. METHOD: The methodological design of this research is a correlational cross-sectional qualitative study. A tool for data collection was a Open Labs methodology. RESULTS: A system of deductive and inductive categories that account for the absence of a standard or formal for monitoring communication development in early childhood instrument is obtained as a result. ANALYSIS AND DISCUSSION: Public policy in early childhood is developed through four pillars; play, art, literature and exploration of the environment; and five dimensions; communicative, personal-social, artistic, body cognitivay. Through them using child activity as formative stage the pedagogical actions are arranged. CONCLUSIONS: There are not technical indicators to monitor the development of the communicative dimension in public policy for early childhood, therefore, the operating personnel documents this dimension through checklists centradad in the record the full or not relizacion of activities related to this dimension.
