Public service is an activity or series of activities in order to fulfill service needs in accordance with the laws and regulations for every citizen and resident for administrative goods, services and/or services organized by public service providers. But people often find difficulties in finding and knowing public service information in Buleleng Regency, so there needs to be an information system that can make it easier for people to find and know the location and information of public services, especially in Buleleng Regency. This was supported and strengthened from a survey of 35 respondents which showed that 100% of respondents supported the existence of a public service information system in Buleleng Regency. This study uses the Research and Develpoment (R&D) method with the model used is the ADDIE stage includes, Analysis, Design, Development, Implementation, and Evaluations. The results of this study are applications that are implemented with flutter framework. The results obtained from black box testing and whitebox testing, namely all processes can work well and in accordance with its functions. The UEQ testing of applications developed in the range is very good.
