between over-all studies and studies of segmental problems. It may be added that many of the latter can be properly understood only in a "total" context. How "scientific" can this type of study be? The author is optimistic for the future, but caution should be observed in pursuing too far the analogy between the study of labor-management relations and the study of physical phenomena in the direction of either experimentalism or measurement. Our opportunities for controlled experimentation are of a very limited order. Human beings (particularly in large groups) are neither subject to the same sort of manipulation as inert matter nor as easy to investigate without bias. The statistic is often an illusion rather than a fact. Nevertheless, much progress can surely be achieved. The bulletin itself may stimulate more careful and imaginative studies than we have generally had. And as all students of the subject are aware, we need to test existing theories by facts and to formulate new and better theories on the basis of more and better facts.
