O politico fluminense Nilo Pecanha (1867-1924), ja havia inaugurado escolas profissionais, em seu primeiro mandato como governador do Estado do Rio de Janeiro (1903-1906). E e esta sua experiencia que o inspira a promulgar o Decreto n. 7.566, em 23 de setembro de 1909 criando, nas “capitaes dos Estados da Republica”, as Escolas de Aprendizes Artifices.
