In any specific case of the use of armed violence, the question of its legitimation arises, that is,Â the need to justify the validity of an actÂ  of use of force in the language of the law.Â In general, the model ofÂ  the legal regime for the use of force to counter terrorism and otherÂ manifestations of violent extremism converges to a search forÂ  a balance between norms applied,Â depending on the forces, meansÂ  and methods of warfare used: the norms of InternationalÂ  HumanitarianÂ Law are to be applied to a greater extent whenÂ  antigovernment groups maintain controlÂ of a part of territory of aÂ  state, International Human Rights Law â in the course of âlawÂ  enforcementâÂ actions, when antigovernment forces do not exerciseÂ  such a control.Â The author describes the features of the political- legal rationale of the use of force in internal armedÂ conflictsÂ  interrelated with countering terrorism and other violentÂ  manifestations of extremism:â¢ there are important peculiarities that unify differing rules of law applicable to theÂ international armed conflict, and applicable toÂ  internal armed conflict and otherÂ situations of violence;â¢ there are sovereign restrictions on the application of international law in internalÂ armed conflicts and other situations of violence;â¢ there are modern agreed restrictions on the use of means and methods of warfareÂ in internal armed conflicts and other situations of violence;â¢ as a result, joint regulations comprise a highly specific share of customary internationalÂ law and a significant amount of Â«law enforcementÂ» norms.
