La interpretacion por parte de un Poder Legislativo tiene como dos grandes “dogmas”: en primera se argumenta que la interpretacion de las leyes solo se realiza cuando una ley, norma o texto “no es clara”, y segunda, considerarla como una amenaza a la funcion de “interprete final” de un Poder Judicial. La interpretacion es una valiosa herramienta que debe ser utilizada como instrumento para el legislador a fin de que facilite su labor.
