In this paper, the integrated model of evaluation structure and psychological process is developed and it is investigated based on the questionnaire survey which was carried out by the committee of Seki river basin. In previous researches, the relationship between evaluation structure and psychological process was not discussed, however irrespective of flood control or river environment, they have not been independent mutually. For instance, as major paths, the judgments of evaluation structure such as “flood-factor” and“water quality control-factor” affect the factors of psychological process such as “sense of crisis” and“sense of responsibility”, respectively.
