Environmental conservation in the global sense is supported by actions of life style innovation coupled with societal system management towards environmentally friendly set of life style and societal system. Life style, from the viewpoint of attitude to environmental constraints, is characterized by consciousness of limitation of environmental capacity, technological breakthrough and feasible societal restructuring. The courses of life style innovation have 1) actions of green consumers showing ideal ecological life and incremental practices, 2) three principal concepts related to limited capacity, nature friendliness, and global common, 3) enabling system in environmental education. This paper evaluated sound effects of actions of greening industries jointly developed with life style innovation ; setting guideline of environmental responsible care, enhancing eco-business activities, and establishing eco-labelling system. Finally, the author emphasized increasing role of cooperative actions and partnership among citizens, government and business sectors. KEYWORD ; Life style, Environmental voluntarism, Green consumers, Eco-business, Greening industries, Partnership, Cooperatives, Eco-labelling 1.前 史 として 1.1自 発的に簡素 に くらしてゆ くライフ ・スタイルの登場 ミッチ ェル らは 、1970年 代に登場 した新 しい くらしの トレンドに対 して、Voluntarysimplicity(自 発的に選 び と られた簡素 さ)と い う名称を与 えた。その主要な特徴 は、次の とおりであ る。 1外見で は物質的簡素(Physical simplicity)を 好み 、過飾の美や物質的豊か さを追わ ない。 2居住や移動 、職場 など空間 と装置を人間の尺度 にあわせ るヒューマン ・スケール(Human scale)へ の志向を もっ。 3共同体的縛 りや上か らの指示ではな くて 、自分が決定 に関与(Self-determination)し 、自分 の意思を大切 にす る。 4 人と他 の人 、生物 、有機的無機的環境 とのっなが り、とりわけ相互依存や安定化作用 などの生態学的認識(Ecological consideration)の 深 ま り。 5 個人の心の世界の楽 しみや自己実現な どの内面的な生活 の開発(Internal development)を 優先す る。 簡素 な くら しの流 れは、ア メリカでは時代の潮流 にもまれなが らも生 き続 けた 。ヘ イズらが1970年 に始めたアー ス ・デイ(Earth Day)は 、1990年 には世 界の各地で地球環境問題 をとりあげる集会 として拡が った。また 、アメ リ カの くらしを もっと生態学的に健全(Ecologically sound)な ものにす る1970年代 の流れは 、す まいや日常生活 を環 境保全型にか える提案(例 えば 、Integral Urban Houseや Resettling America)と して結実 し、一時 は種々の事 情で低調を余儀な くされつつ も、シェラ ・クラブや地球の友 などの環境ボランテ ィアグループの確実な成長に支 え られて 、90年代 に入 る頃から再び 、地球をま もる生活術(例 えば 、アー ス ・ワークスの50の工夫)な どの先駆 的提 案 を通 して 、日本の市民運動 にも大 きな影響 を与えた。 1.2日 本 の くらしづ くりにみ る環境配慮型 のライフ ・スタイルの登場 日本 の くらしづ くり運動 は、衣食住 は じめ社会サー ビスのそれぞれに足 らざるところから出発 したが 、新生活運 動(Life innovation movement)が くらしの合理化 をかかげたよ うに、科学性 をもち、また、新生活運動か らコ ミュ ニテ ィづ くりやむ らづ くり活動への展開 がみ られたように、協同 して消費生活や くらしの経営にあたって きた。第 一次オイルシ ョックを契機に省資源 ・省 エネルギーの機運が高まり、省資源 ・省 エネルギー運動(Saving resource movement)が 展開 され、その後 の石油や各資源の安定供給期 にも各県の推進本部を母体に地道な運動を くりひろげ て きた 。 *大阪大学工学部環境工学科 Department of Environmental Engineering, Osaka University
