After WWII, Japan has made a big improvement in social infrastructure. But in private space, the remain disordered developments due to loose regulations and land speculations. In this paper, the concept of ‘Social Capitalization of City’(SCC) is presented and the SCC Index (SCCI) is defined. The counter measures of SCCI are categorized into four groups: city planning legislation, building regulation, taxing and subsidizing institution, and environmental legislation. Finally, through the comparison with the English and German cities, the reasons why Japanese cities cannot be stocked and the counter measures to improve the SCCI are suggested.
