The Faculty of Education USBCali from a tradition of work, training and social practice in issues that affect the quality of life of children and youth, families and communities in general, has developed a series of proposals for the understanding, explanation and transformation of existing conditions and complex educational and cultural policies of the country. One of the strategies that has been working lately is the positioning of the Observatory in Early Childhood, constituting it into a new way of doing social research qualitative, quantitative, with participatory perspectives to generate information, training and influence public policy processes and civic culture around children, which is consistent with the purpose of the Observatories. The research process has enabled to detect problems arising in various courts in different scenarios in the Cauca Valley region including: neglect and malnutrition, children, laborers, child abuse and sexual assault, juvenile detainees who have made tradition and should be designed and observed for their reflection and intervention. The situations described are related to educational, social, cultural and concretely about family history that have been established and maintained for several generations through socialization processes, daily practices and patterns foster social and emotional relationship.  Various strategies have been derived for the analysis of these issues, coupled with the experience of the Degree Program in Early Childhood Education which aimed at creating support networks for children, family and community education on issues of ethical-political formation of various educational agents, the need to identify and take responsibility in terms of comprehensive child care, recovering the active participation of parents, children and youth. Equally important has been consulting and advising for the formulation and implementation of projects from the strategy of the Centre for Early Childhood from the active participation of members and organizations in municipal and departmental tables working for children and families, in which the defend and promote their rights, constitutes the backbone of the shares.
